Set within the historic Hyde Park Estate, Devonport is a substantial purpose-built block of 127 apartments, completed in 1968 as part of the Church Commissioners’ post-war redevelopment of Bayswater. The estate itself traces its roots back to the 19th century, originally laid out under the Bishop of London’s ownership before evolving into the elegant urban grid that now defines this corner of Westminster.
Today, Devonport remains a hallmark of mid-century design – solidly built, functional, and still proudly residential – with landscaped communal gardens, a greenhouse installed under the Church Commissioners’ Green Estate project, and four passenger lifts serving its six storeys.
Cledor’s appointment
In 2025, Cledor was engaged by the Right to Manage (RTM) Company to provide interim staffing cover for key on-site roles – primarily concierge duties, but in due course, also yardman and cleaning support – ensuring seamless continuity of service for residents and visitors.
Working closely with Building Manager, Cledor supplies trusted, fully trained operatives who integrate quickly with the existing team, maintaining the high standards expected on one of London’s most prestigious residential estates.
Training and integration
Every Cledor operative assigned to Devonport undertakes comprehensive site-based induction alongside tailored e-learning modules through the Cledor Training Academy. This dual approach ensures a deep understanding of both the site’s operational procedures and the wider compliance framework set by the Building Safety Act 2022 and the Fire Safety (England) Regulations 2022.
Our training covers:
- Resident interaction and front-of-house standards
- Emergency procedures and building safety protocols
- Safe systems of work for cleaning and maintenance
- Environmental awareness, including waste management and sustainability
- Professional communication and IT literacy for incident reporting
This professional development pathway has proven so effective that discussions are underway to extend Cledor’s e-learning training to all directly employed staff at Devonport – strengthening the overall competence and consistency of the on-site team.
